Position: Information Technology Systems and Geographic Information System (GIS) Director

Salary Range: $58,862 – $64,973

Primary Purpose: Performs managerial and professional work in the management and operations of the County’s information technology system and Geographic Information System (GIS).

Also performs responsible systems applications and technical computer work to produce and update the Geographic Information System (GIS) tax maps and GIS data for the County. Essential

Functions:
• Manages the information system including applications, systems, networks, personal computers, including hardware and software.
• Analyzes needs, recommends upgrades, assigns peripherals and provides set-up; makes programming changes to mainframe software to update and modify programs for more efficient and effective use.
• Plans long range needs for County information technology needs.
• Researches and recommends hardware and software needs for a variety of County departments.
• Provides vendors, specifications, and analysis of proposals, installation and conversion coordination and support.
• Performs hardware repairs to computers and a variety of peripheral equipment.
• Responsible for technical operation and maintenance of hardware and software.
• Creates and maintains the GIS data files, prepares and maintains real property maps and records and trouble shoots the system.
• Handles complex computer data entry installation and configuration and loading data into the system.
• Responsible for maintaining maps, files, and records, and for assisting the public and other County employees with map-related inquiries, copies or maps, and map overlays.
• Involves extensive public contact and requires tact and courtesy, and teamwork to accomplish the duties.
• Some work is related to configuring difficult plotting parcels from deed descriptions and survey maps; determining road frontages and rights-of-way; assigning parcel identification numbers; and generating special cadastral maps.
• Trains staff and county personnel in use and operation of systems; provides user support for hardware and software.
• Operates and maintains the GIS hardware and software, creates and maintains GIS data, prepares and maintains special or difficult property maps and oversees the system installation.
Updates special property ownership records initiated by the recording of legal documents; plots parcels, tracts, new sub-divisions and other real property on cadastral maps and records using computer-aided plotting and drafting equipment; enters coordinates into computer.
• Maintains GIS databases, trouble-shoots the system and loads data into the computer.
• Assigns new 911 Addresses according to county policy and standards.
• Exercise independent judgment and initiative within established guidelines.
• Reports to the County Manager.
• Performs other duties as required.

Knowledge, Skills and Abilities:
• Considerable knowledge of current data processing technology in hardware, software, trouble shooting problems in a variety of applications in use on the mainframe and personal computer and network systems.
• Considerable knowledge of integration of computer technology into the public sector environment for a variety of applications and purposes.
• Considerable knowledge of systems analysis and computer operational policies, procedures and practices.
• Considerable knowledge of the GIS computerized system and hardware functions.
• Considerable knowledge of state coordinate systems and methods for assigning PIN numbers.
• Ability to design systems to produce special maps to scale and to make accurate computations.
• Ability to maintain comprehensive GIS map records.
• Ability to read, compare and interpret property maps and records accurately.
• Ability to read and interpret deeds, surveys, and aerial photographs.
• Ability to deal tactfully and courteously with map inquiries and requests from the public.
• Ability to supervise, train and coordinate the staff in consulting with departments and personnel in computer operations.
• Ability to analyze, diagnose, and solve computer hardware and software problems.
• Ability to install and maintain hardware and software programs.
• Ability to develop and maintain effective working relationships with users of the system in the County.
• Ability to communicate effectively in oral and written forms.
• Willingness to keep current and actively seek new information and technology in the operation and processing of computer systems.

Physical Requirements must be able to perform the basic life operational support functions of walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.

Must possess the visual acuity to prepare and analyze figures, operate a computer terminal, perform mechanical tasks in the computer environment, do extensive reading, and do visual inspections of computer parts and automated data.

Minimum Education and Experience requirements:
Bachelors with a major in data processing, computer operations, or related field and five years of experience as a computer systems analyst, programmer, or information systems administrator including two years of supervisory experience; or, BS Degree with courses in geography or computer science, drafting or specialized mapping courses and considerable experience in property mapping including work with a GIS database or an equivalent combination of education and experience.
