Help wanted: Lenoir County Emergency Services - EMS Training Officer

EMS TRAINING OFFICER - Salary Range: $44,509 - $67,725

Position Summary:

An employee in this class is responsible for development, oversight, and administration of Lenoir County Emergency Service’s EMS Division continuing education, orientation, and quality assurance programs. This position develops programs, in conjunction with the EMS Division Chief and EMS System Medical Director(s), that strive to ensure EMS division employees provide consistent, high-quality patient care. Work is performed under the direct supervision of the EMS Division Chief.

Position duties include, but are not limited to:

• Ensure adequate avenues of employee advancement through training and development programs.

• Develop and administer the EMS Division employee orientation program.

• Prepare monthly in-class and on-shift continuing education offerings to meet annual department education plan objectives.

• Plan, prepare, and conduct recurrent training to ensure staff maintain proficiency in the care and use of all equipment, skills, and procedures utilized within the service.

• Plan and oversee specialty training courses including but not limited to BLS, ACLS, PALS, PHTLS, and CEVO.

• Track and ensure employee compliance with required continuing education hours, topics, certifications, and recurrent training objectives.

• Act as liaison to local community college(s) to ensure adequate training opportunities are offered and conducted per Lenoir County EMS and NC OEMS standards.

• Act as liaison to the state office of Emergency Medical Services for the department.

• Oversee Lenoir County Emergency Services NCOEMS Level 1 Teaching Institute program.

• Prepare and submit protocol changes as directed by the Emergency Services Director, EMS Division Chief, and EMS system Medical Director.

• Plan, prepare, and conduct instruction in procedures for verbal and written reports and documentation on the observation and care of patients at the emergency scene and in-transit to the hospital.

• Serve as EMS Division Quality Assurance Officer. Develop and oversee patient care documentation audit/review program. Monitor staff compliance with approved protocols.

• Investigate all patient care clinical complaints and report findings to ES administration and EMS System Medical Director(s).

• Develop and administer remediation plans and learning contracts to correct individual staff clinical deficiencies in conjunction with EMS Division Chief and EMS Medical Director.

• Develop just in time trainings to correct individual or service wide deficiencies.

• Perform scope of practice examinations for new and current employees in conjunction with the EMS System Medical Director(s).

• Oversee and maintain department’s NC OEMS re- credentialing program for all department employees.

• Develop and administer the EMS Division Field Training Officer program. Oversee and evaluate education and training duties of all shift Lead and Line FTO’s, in conjunction with their assigned EMS shift Battalion Chief.

• Function in a command or command support role at emergency scenes and/or during EOC activations and serve as a relief shift Battalion Chief as directed.

• Maintain personal clinical proficiency and certifications as required per department policy.

• Provide emergency response and patient care as a paramedic both on a quick response vehicle and/or ambulance when needed.

• Performs related work as assigned.

Minimum Requirements:

• Associates Degree with coursework in emergency medical services, or related field with extensive documented experience in emergency medical services.

• Possession of an active, unrestricted North Carolina Office of EMS Paramedic credential.

• Possession of a valid North Carolina driver’s license.

• Must be fingerprinted, pass state/federal criminal background checks, and pass drug screening.

• Minimum three years of experience as a Paramedic in a busy 911 EMS response and/or accredited critical care transport system.

• NIMS ICS 100, 200, 700, and 800

• NIMS ICS 300 and 400 (or ability to obtain within one year of hire)

• Certified as an NCOEMS Level I Paramedic Instructor

(or ability to obtain within one year of hire)

• AHA BCLS, ACLS, and PALS instructor certification (or ability to obtain within one year of hire).

• NCOEMS Level II Instructor certification and experience teaching in an established college, university, and/or EMS system training program highly preferred.

• Equivalent combination of education, certifications and experience may be considered in meeting requirements at the discretion of the Emergency Service Director.

Physical Demands:

• Must be able to perform very heavy work exerting more than 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift objects.

• Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

• Position requires visual acuity for operating an automobile for checking, performing, and maintaining written computer files and reports, monitor site progress, and for responding to an emergency while driving a county issued vehicle, using emergency response when necessary.

• Must possess the visual acuity necessary to administer emergency medical services to the public.

• The work is subject to various hazards such as exposure to moving mechanical parts, electrical current, fumes, odors, dust, mists, gases, poor ventilation, and blood borne pathogens.
