City Council approves animal control interlocal agreement, noise ordinance amendment, and 4-way stop
In a recent Kinston City Council meeting, several important agenda items were discussed and approved. The council addressed various matters, including the authorization of an interlocal agreement for animal control services, an amendment to the noise ordinance, and a request for a four-way stop at the intersection of Mitchell St. and North St.
The council considered an interlocal agreement for animal control services with Lenoir County. This agreement aimed to enhance and streamline animal control services within the city. The council had previously discussed this matter in group meetings and work sessions. The motion to adopt the resolution was passed unanimously.
Another item on the agenda was the consideration of an ordinance amendment related to noise regulations. The proposed amendment aimed to address loud and unnecessary noise within the city. The council opened the floor for discussion but received no input. Consequently, a motion to approve the amendment was made, seconded, and put to a vote. The motion passed without opposition.
A resolution requesting the consideration of a four-way stop condition at the intersection of Mitchell St. and North St. was presented by Leon Steele, Executive Director of Downtown Kinston Revitalization. The resolution was supported by a petition signed by 29 individuals representing 15 properties in the area. The intersection, adjacent to the Dragon Playground, apartment complex, and various commercial businesses, raised safety concerns due to traffic patterns and the presence of pedestrians and bicycles.
“Any way that we can take a step to make the streets around our parks a little safer, I'm in support of it,” said Parks and Recreation Director Corey Povar.
After answering questions and receiving no further discussion, a motion to approve the request for a four-way stop at the intersection of Mitchell St. and North St. was made, seconded, and put to a vote. The motion passed with unanimous support
