Maysville's affordable housing funds reallocated; project paused

On Monday late afternoon, the Town of Maysville received an email and a phone call notifying us that the $9.725M in funding awarded to Maysville at the end of October 2023 has been re-allocated by the State of North Carolina to help meet current disaster relief efforts.  

The funding was allocated to the Town as part of The N.C. Office of Recovery and Resiliency (NCORR) award of $43.2 million from the Affordable Housing Development Fund (AHDF) to four municipal governments and one tribal government to increase community resilience that was announced on October 31, 2023. 

This third round of AHDF funding prioritized government entities that had not yet received affordable housing funds from NCORR, with the goal of increasing the availability of safe, affordable housing in areas of the state that experienced major damage from hurricanes Matthew and Florence. 

The email stated, "Unfortunately, due to unexpected emergency needs in other disaster recovery programs beyond our control, we are unable to execute subrecipient agreements at this time. We are working with leadership to determine how and when this can be accomplished, and we are hopeful that they will be successful in finding replacement funds from other sources to fund these important and valuable affordable housing projects, but we do not anticipate being able to enter into written agreements before at least 60 days." 

Today, a spokesman with NCORR provided the town with the following statement about the decision to halt the funding for Maysville, "After a reassessment of recovery program needs, NCORR leaders have paused final agreements with Affordable Housing Development Fund round 3 grant recipients. NCORR recognizes that affordable housing is a key component of community resilience and remains committed to helping these projects move forward. The legislature recently granted part of NCORR’s funding request, and we will seek full funding when they return in November. "  

"The town at this moment is disappointed that this affordable housing project has been halted, but we remain hopeful that the project will be able to happen in the near future," stated the Maysville Town Manager, Mr. Schumata Brown. 

"As we find out more details, we will keep the community informed," Brown concluded. 

This project, now delayed, was to bring 40 units of multifamily affordable housing into the Town of Maysville.
