The Perry Report: A productive month for the North Carolina Senate
It has been a very productive month for the North Carolina Senate. We have been working tirelessly on our version of the State Budget, which passed the chamber by a vote of 37-12. We also took the time to remember and honor our fallen heroes on Memorial Day – paying tribute to those who paid the ultimate sacrifice to ensure our freedom.
Communication is key to effective representation. I hope you’ll take some time to read our newsletter, which features updates on some of the things we’re doing to serve you in Raleigh and back home. I’m thankful for the opportunity to serve the people of Beaufort, Craven, and Lenoir counties. Please do not hesitate to reach out to me if you have any questions or concerns.
At your service,
Jim
Memorial Day: Honoring Our Fallen Heroes
Please join me in taking a moment to remember the fallen soldiers who are no longer with us. As we look back on Memorial Day weekend, it is essential to remember the true meaning of the holiday and cherish the precious time spent with our loved ones. Freedom isn't free.
VETO OVERRIDE:
Care for Women, Children & Families Act
In May, we made history by overriding the Governor’s veto of the Care for Women, Children & Families Act — which is now Law. This legislation restores the sanctity of human life, provides important resources for family planning, and saves millions of unborn lives. I am grateful for the trust and support of my constituents, who have elected me to serve as their voice in Raleigh.
North Carolina's #1 Industry: Agriculture
North Carolina's agricultural sector has achieved a remarkable milestone, surpassing an annual economic impact of $100 billion for the first time ever.
This achievement solidifies agriculture and agribusiness as the state's leading industry, employing one-fifth of North Carolina's workforce, according to the NC Department of Agriculture. It is a testament to the dedication and hard work of our farmers, agricultural businesses, and related industries. Their commitment to excellence, innovation, and sustainable practices has propelled North Carolina's agricultural landscape to new heights.
Let's celebrate this milestone and express gratitude to all those involved in the success of NC's agriculture industry. Their tireless efforts deserve our recognition and support as they continue to shape the future of our state.
North Lenoir HS Visit to NCGA
Representative Chris Humphrey and I enjoyed hosting AP Government students & the SGA from North Lenoir High School last month at the North Carolina General Assembly. We were delighted to show them around the legislative buildings and share our experiences in state government. These students are all passionate about public service, and I have no doubt each one of them will go on to accomplish great things for their communities.
State of Emergency? Not quite...
Some of my constituents reached out with concerns about Governor Cooper’s recent press conference, so I would like to clarify: We are NOT under a state of emergency. The Governor's press conference was political theater. I apologize for any undue concern this may have caused.

Senate Passes State Budget Proposal
The Senate successfully passed a State Budget that aligns with our commitment to fiscal conservatism and economic development. This proposal is designed to provide tax relief for hardworking families and businesses, ultimately bolstering North Carolina's robust economy.
Notably, our Budget plan includes increased funding for the Strategic Transportation Investments Prioritization Program, which finances major transportation infrastructure projects throughout the state.
In the realm of Education, our plan features an impressive nearly 11% increase in starting teacher salaries, along with expanded school choice options. Additionally, we have allocated close to $70 million to develop and expand community college courses in high-demand career fields.
The Budget bill is now in negotiations with the House of Representatives, and we anticipate finalizing a comprehensive plan in the near future.
Legislative Update
As the Budget negotiation process continues, we’re beginning our descent to land the plane and conclude the legislative long session sometime in the next couple of months.
We have had a very productive session thus far. In the last month, we have had the following bills which I've sponsored pass the Senate or become law:
PASSED THE SENATE
BECAME LAW
