Kinston gas station employee arrested on drug distribution charges

A woman suspected of dealing narcotics at an area convenience store where she was employed was arrested Thursday on almost a dozen felony and misdemeanor charges.

Rachel Packard, 29, was developed as a suspect Thursday following an investigation by the Lenoir County Sheriff’s Office Street Crimes and Ready Response (SCARR) unit. The investigation revealed she was distributing narcotics at the Minuteman gas station on N.C. Hwy 11/55 in Kinston, where she was employed.

With the assistance of the LCSO Narcotics Division and the N.C. Alcohol Law Enforcement, Packard was encountered at the business in her vehicle on Thursday, where she was discovered to be in possession of Fentanyl, along with other controlled substances.

Packard was charged with:

·      Felony possession with intent to manufacture, sell or distribute a Schedule I controlled substance

·      Felony possession of a Schedule I controlled substance

·      Felony possession with intent to manufacture, sell or distribute a Schedule VI controlled substance

·      Felony maintaining a vehicle or dwelling for sale of controlled substance

·      Two felony counts of selling or delivering a Schedule I controlled substance

·      Felony conspiracy

·      Misdemeanor possession of a Schedule II controlled substance

·      Misdemeanor possession of marijuana

·      Misdemeanor possession of a Schedule IV controlled substance

Packard was booked into the Lenoir County Jail with a secured bond of $51,000.

The investigation also produced an additional suspect, Xavier Mitchell, 22. He was charged with a felony count of conspiracy; he was served at the Lenoir County Magistrate’s Office on Friday and received a $10,000 secured bond.
